Emergency Management Advisory Committee. Council heard an annual update presented by the Director of Emergency Management.
Community Care Foundation of Edson and District. Members of the Community Care Foundation of Edson and District presented information regarding the newly formed Physician Attraction, Retention, and Recruitment sub-committee. The presentation included a request for a Council or Administration representation on the committee and a funding request of $10,000 to support their initiative.
Intermunicipal Development Plan Bylaw. Council passed the first reading of Bylaw 2306. Bylaw 2306 amends the Town of Edson and Yellowhead County Intermunicipal Development Plan Bylaw to reflect a revised Plan Area for the Bench Creek Area Structure Plan (ASP). The IDP provides a framework for the subdivision and development of single detached dwellings and is required by the Municipal Government Act (MGA). A Public Hearing has been set for Tuesday August 20, 2024, at 7:00pm, at the Edson Civic Centre.
Municipal Development Plan Bylaw. Council passed the first reading of Municipal Development Plan Bylaw 2307 which amends the Town of Edson's Municipal Development Plan Bylaw to reflect a revised Plan Area for the Bench Creek Area Structure Plan. A Public Hearing has been set for Tuesday August 20, 2024, at 7:00pm, at the Edson Civic Centre.
Bench Creek Area Structure Plan Bylaw. Council passed the first reading of Bench Creek Area Structure Plan Bylaw 2309. An Area Structure Plan (ASP) provides direction for long-term land use and infrastructure planning of a defined area within a municipality. It is approved by a municipal council and is prepared in accordance with Section 633 of the MGA. A Public Hearing has been set for Tuesday August 20, 2024, at 7:00pm, at the Edson Civic Centre.
Intermunicipal Subdivision Development Appeal Board Bylaw. The Town of Edson has been invited to join the Town of Hinton to establish an Intermunicipal Subdivision Development Appeal Board (ISDAB). Council passed all three (3) readings of the Intermunicipal Subdivision & Development Appeal Board Bylaw No. 2305 and Amending Fees and Charges Bylaw No. 2308. Council directed Administration to enter into the agreement with the Town of Hinton. To align with the Town of Hinton and ensure consistency across municipalities, Council approved adjusting the fee schedule for filing an appeal with the Town of Edson from $200 to $250.
Meeting Procedures Bylaw. Council has passed all three (3) readings of Meeting Procedures Bylaw No. 2281. The re-write of the former Council Procedural Bylaw No. 2230 uses clear language and best practices to allow to accurate and precise meetings while streamlining processes.
Extended Producer Responsibility (EPR). Council directed Administration to proceed with the Opt-Out Service Model with Circular Materials for residential recyclables, allowing Circular Materials to manage the contracts and services required under EPR. This process will allow for Circular Materials to negotiate an agreement with Edson and District Recycling Society to provide depot recycling services for designated materials.
Strategic Plan Progress and 2024-2025 Priorities. Council approved the Strategic Plan Progress and 2024-2025 Priorities.
Year-To-Date Budget vs Actual - Variance Analysis 2024. Council accepted the June 30, 2024, quarterly variance analysis and financial report as presented.
Next meetings – The next Town Council Meeting is scheduled for August 20, 2024, at 7:00 pm, in Council Chambers.
