Authorizing Intervention – Designated Industrial Property Assessment Complaint. Council authorized the Town of Edson to become an intervenor before the Land and Property Rights Tribunal in relation to a 2023 assessment complaint initiated by Weyerhaeuser Company Limited. The Government of Alberta administers the assessments for designated industrial properties for taxation purposes through a centralized and technical assessment process. While the Province determines the assessment values, municipalities are permitted to intervene, which would ensure that the Town of Edson is informed about the complaint process and decision. Legal counsel on behalf of the Town has been retained to work through the tribunal process.

Edson and District Public Library Renovation/Expansion Capital Project. Council previously approved a tendering process to proceed with the Library Renovation and Expansion Project. Six compliant tenders were received. The tender costs received are higher than originally anticipated. The most acceptable tender requires a budget increase of $616,600, which could be drawn from the Future Civic/Cultural Facility Reserve. Council discussed opportunities for further funding, such as a federal grant and library fundraising initiatives.

Council passed a motion to approve an increase in the Capital Budget for the Library Renovation and Expansion project from $3,000,000 to $3,700,000 with increased Town funding of $616,600 to be funded from the Future Civic/Cultural Facility Reserve.

Advocacy – Meeting Invitation with the Minister of Municipal Affairs. Direction was provided requesting that the following advocacy areas be highlighted in the Town of Edson’s request to meet with the Minister of Municipal Affairs during the 2023 Alberta Municipalities Fall Convention:

  1. Roles/responsibilities in financing emergency management and recovery;
  2. Service gaps and deficiencies identified with Alberta Health Services and emergency medical services; and
  3. Financing for recreation infrastructure.
